Introduction
To address ever worsening traffic congestion and to slow down the environmental impact of surface transportation, Taiwan has been establishing advanced traffic management centers that integrate communication networks such as changeable massage signs (CMS). Changeable message signs are a type of intelligent transportation system that provide drivers with updates about traffic conditions, accidents, road closures, construction delays, speed limits, and other pertinent traffic information. The communication interface for CMSs can be either serial or Ethernet, and installing and maintaining a wired solution to all the CMSs along a vast transportation network can be costly and very time consuming.
System Requirements
Since an existing network was already in place, Taiwan’s Ministry of Transportation wanted a solution that satisfied the following requirements:

In the most countries, internet service providers only offer private IP addresses to mobile devices due to the limited availability of public addresses. Mobile devices configured with a private IP address can access resources on the Internet, but the mobile devices cannot be managed or accessed directly from the Internet since the private IP address is hidden. Moxa’s OnCell G3110 IP gateway not only overcomes this problem, but accommodates both Ethernet and serial CMS devices and remote hosts. Once a connection is established, the CMS and remote host can communicate with each other over the pre-established connection. OnCell Central Manager software, which can be installed by a customer or hosted by Moxa, also allows network administrators to access their CMSs from anywhere across an IP network, including the Internet.
